The short answer is that, making money as an uber drive while on h1b (or pretty much any nonimmigrant status that does not provide unrestricted work authorization) would almost certainly be viewed as unauthorized employment. You must have a us driver license for at least one year. Your h1b visa is tied to your employer and you can only work for them.
No one will stop you. Still, this does provide an opportunity to exam this issue a bit more closely. Driving is a skill, nothing wrong with driving uber.
But the moment you do you are in violation of your h1b status and when discovered, your h1b will be revoked, you will be required to depart the usa and you can forget about getting another visa to the usa for a long time.
